In the U.S., we're legally supposed to have radio stations call out to local listeners and get them to review songs. It doesn't actually happen, though, and they do less surveys than they're supposed to, recall the same people everytime and then multiply it to make it seem like they surveyed as many people as they were supposed to

I used to know a couple PDs (one of my friends was a PD's kid and our families were close for years) and that's at least the way it happened in my city.
It's the same thing as when they don't take requests and tell you that a song is "unpopular" or the volume of requests is too high for them to read every single one. They're supposed to record the volume of requests and base future playlists off of that but they just ignore them.

If Britney herself does not care about the charts why y'all care so much? Just enjoy/hate the song that's it.
