I have never and whoever does that should be punished. It saddens me to read such tragic stories like this.

The Times Herald-Record of Middletown (http://bit.ly/1bnNLqE ) reports 24-year-old Fredy Quizhpe had Cartolino Ramirez in his sights in late December when he hit the gas of his van. He hit the 32-year-old three times on a Middletown street, killing him. Quizhpe also struck and injured Jose Galvino Duarte-Duarte, who was walking with Ramirez.
Prosecutors say Quizhpe's blood-alcohol concentration was 0.21 percent at the time of the accident. That's nearly three times the legal limit of 0.08 percent.
He pleaded guilty Thursday to manslaughter and aggravated vehicular assault.
Quizhpe apologized and said he took "many, many" shots of brandy and rum before the incident.
