Because that's the typical strategy. Britney's team released HIAM together with the rest of the markets and it didn't peak in the top 5, had they waited to release it in February and put it on pre-order before then, it would of peaked higher. They knew that so that's why they do this, to frontload the song as much as possible for a higher peak.
If the UK singles chart wasn't based solely on digital sales and had more components added in, they probably would do it normally. It has streaming now I think tho...but it's still mostly digital sales.
