Billboard's tracking week starts at Monday 12AM EST but iTunes updates on Sunday at 11PM EST. If you buy it before 12PM EST, it will count for the previous week so you should try to hold off for an hour (I know it's hard  ).
So yes, buy your song at 9:01 PST (this is PT, correct?) because that's the same as 12:01 EST. However, if you buy the song at 8:00 PST when it goes on sale, it won't count for the "debut" week, so to speak.

Work Bitch first week iTunes run in relevant markets (some peaks may be different since this site tracks the peak at the end of the day but not during it so if a song peaks a #4 but goes down to #5 by the end of the day, that's the peak they track):

I definitely think it will do better in Australia and the UK cuz of Iggy. It'll do well in Canada cuz if Work Bitch did well, I suppose I don't see why this won't. Europe is an odd ball completely, I don't think they embraced Fancy-type sound but they also didn't embrace Work Bitch, which I thought catered to European taste more than anything so France, Germany, Spain, Italy etc are all kinda up in the air. Sweden, Norway, Denmark are all streaming based charts so iTunes for them is pointless to track, best to track Spotify for those. Netherlands has been an extremely poor market for Brit since like 2004 so I don't expect anything from there at all.

It will definitely do well in France, Italy, Canada, USA & Oceania. (And UK hopefully  )
Rest is really hard to say. Not even Fancy didn't slay hard in European countries.
It could have solid/very good debuts, but if radio doesn't embrace it in Europe (and USA) it will be dead after a month.
