It'd be cheaper to purchase a season pass by the studio's point of view. But no, like any other season pass, the DLCs is also available separately for customers who don't have a pass.

But honestly, Rocksteady has given some seriously solid reasons to getting one. At least the DLC will be quality.

You could have said the same about Catwoman in Arkham City and yet she was well received. And it's not like you're forced to play her. Besides, I'd think the more characters available to play during the single player game is a good thing.
