It's not that he called them "thugs" it's that he went "Our great African American President has had no positive impact on the thugs" which basically means he is using African American and "thug" interchangeably.
If he had just said "The thugs in Baltimore are doing some serious damage" there wouldn't be anything super wrong with it, but this is outright racism.
