Yes. The equal sign is on the third line. Why should we add the numbers of the first two lines to the third line when there are no operation signs connecting them?
I just thought the equation looked like that because whoever posted it just didn't wanna make it only one line for whatever reason
The answer is either 2 or 30.

But I'm going with 2 because i don't know much about algebra but I know 1+1 equals 2
