Blue light calms people down.
The picture makes it sound like someone waling down a street with an intention to kill, will suddenly have a sudden change of opinion and go home to watch a Teletubbies marathon.
All it means, is that places that have Blue lights, people often don't get as angry as easily, there
by reducing the amount of fights etc that take place. It also can help stop impulsive stealing.
Or people who decide to suddenly end their lives often choose not to.
But no, people going out with an intention to hurt someone/suicide/steal something etc. probably won't be affected.

Also, Blue Lights keep you awake. Yellow Lights make you sleepy. = Less Road Accidents.
