Not really. There's still a lot of time after birth that we're undergoing rapid mental development.
It's widely believed in the scientific community that sexual orientation (also not a choice) is not completely fixed until some time after birth, and that environmental factors early on in our formative years play a huge role in what sex(es) we're attracted to (see: twin studies), so it's not that much of a stretch to believe the same might go for gender identity.
