Yes!!! If it was so easy everyone would have several. Even those that have been specifically crated to be hit song don't become one...for example see the entire ARTPOP album,designed to be an album full of hits,see XO and pretty hurts by beyonce,etc etc. It takes many factors to get a Hit song!

Well, it could be hard for some people, but it is also fairly easy. If you want to create a hit song, it has to rhyme a lot to the point where it's very catchy. But quality is also key, so you can't really talk about dancefloors or the club anymore, unless you're desperate for a hit.
