Yes, because the execs would have a relation to the actual artist. They would be heads of the label that decided to sign the artist and give him/her a chance and they have a vested interest in that artist's success and further development.
Jay-Z, Madonna, Beyonce, etc. getting money from other completely unrelated artists is kind of sad. It's like it doesn't matter how hard an artists works, Jay-Z and his crew will now try to make money off of that artist too and they won't really have to put any effort into it.
