Depends on how you define atheistic. Atheism, by strict definition, is a lack of belief in God, and, by general definition, a lack of belief in any supernatural entity or substance. Buddhism doesn't deny the existence of God. It just doesn't talk about it. But it believes in other supernatural entities/phenomena like soul/spirit, karma, reincarnation/rebirth, nirvana, etc. It's more appropriate to categorize Buddhism as "nontheistic" (the blanket term for non-Abrahamic religions) rather than atheistic.
Religions have varying degrees of similarities and differences but they all share one common belief among them - that there is more to life than this material universe, and atheism rejects that idea. Usually, in surveys about belief in God there are 3 sets of questions asked and the first 2 are: "Do you believe there is a God?" and "Do you believe there is some sort of spirit or life force?" If you positively answer either of these questions, you're not an atheist. So, no religion that believes in some kind of life force or higher power should be categorized as atheistic.
