It's not the same in other Emirates like Sharjah but still a pretty open-minded country compared to its neighbors.

Article 29 of the UAE Constitution states that all Emirati women are free to travel within the country but those who want to travel abroad need an authorization from their male guardians. An Emirati man has the right to seize the pasports of his wife/daughter and can request that the Immigration authorities prohibit her departure out of UAE. Fathers and husbans have legal authority to forbit their wives and daughters to work outside their homes.
Of course I know that UAE is very open and friendly to foreigners and I dont know to which extent are these laws discriminating women applied and how they are applied. Also the fact that certain laws are in direct conflict with each other (for example article 34 says that every Emirati citizen has the right to choose his/her occupation, but article 27 of Labor Laws state in which fields, places and time /at night/ are women prohibited to work and that they cant work without their male guardian content) doesnt help.
But the simple fact that such discriminating laws are stated in the UAE Constitution and can be applied when the authorities decide to do so speak for itself when it comes to gender equality. And the fact the Shariah is still legally practiced and has court presence is also self explanatory.
