Gaga got popular but it was more for her look (and her music, don't get me wrong) and definitely spawned a few copycats (as does any popular artist) but the Black Eyed Peas were number 1 for like 26 weeks, or whatever, with both Boom Boom Pow and I Gotta Feeling. I'm not saying it was all the Black Eyed Peas, but it wasn't just Gaga. The techno/dance trend had been happening underground for awhile as well.
If we want to be more specific though, Gaga had more impact on female artists while TBEP had more impact on the men, which I think could be a fair comparison.
And to the other poster, it doesn't matter who came first.
