I highly doubt it will. At the very least, I Really Like You (now on iTunes) looks set to be a big hit in the UK, so unless some sort of Rita Ora's second album-sized mess happens, we should get it in some form or another.

The album is coming. I thought we had June as a rough release month? When did that change?

I don't think so. To my knowledge, she's never been more specific than summer.

A couple days ago she said she wasn't sure if it was getting a summer release after all so this is good news.

As far as i know, Tug Of War was only released in Canada, so this is in fact, her sophomore album, as Kiss was her international debut!
