I think what they meant was that Europe has a history of racism against dark-skinned people, but they tend to brush it under the rug and pretend it doesn't exist rather than address it or make a big fuss over it. So Bjork's quote will probably go unnoticed and unchecked over there.
And I don't see how it being a John Lennon/Ono quote makes it that much better, but I think I kind of get what she was trying to say. In context she was saying that the museum was loud and people weren't paying attention. So she's saying that music/sound and the quality of it is treated with disrespect and disdain by the masses maybe?
