Because he has the final say on what the album will sound like and the fact that he approved that song in its final version is questionable. Someone who is known to be an exceptional producer should be able to hear how noisy Alex's production is and he should have told him to redo it.
Whether they blame Alex or Kanye they are still on the same team so they're both responsible.
