Who Knew originally peaked on the Bubbling Under chart, as did U + Ur Hand. When U + Ur Hand finally smashed and hit the top 10, she re-released Who Knew, and used the same video, about a year after being originally released. But, then again, Nick Jonas & P!nk are two different artists, and the songs in mention were released at different times with different charting rules.

This example doesn't even compare because you said it yourself. The P!nk song came out before streaming was included in the Hot 100 so there's not comparision.
Chains hit #19 in the Hot 100 without the help of the new music video, but it stuck there, even with the song doing extremely well on iTunes and it needed a little push on Streaming so this was actually a BRILLIANT idea.
Despite if the video is good, bad, trashy, messy, excellent or whatever. The idea was great and it's serving its propose. Just like Jealous (Gospel Version) did.
