They're releasing it because it was put on the UK Edition of "Fearless". The UK didn't get her first album.

"Fifteen" is the mainstream single, released to radio on March 29.
"Teardrops On My Guitar" is a download only single, scheduled to be released on May 18.
"Fifteen" is so far getting a little airplay on the radio, while "Teardrops" is getting huge TV airplay and has so far peaked at #88 on the UK Singles Chart.
