Have you listened to Bad Girl? Countless flat moments on that and Live to Tell. Her voice in the past was covered up by loud production, and she was only able to manage high range pop belts. Once music became less noisy in the 90's her weak voice became more exposed. The training did wonders for her; Ray of Light is definitely her vocal peak.
