I hope it isn't a typo haha. But iTunes has been known to release info like this before like J Cole and Florence and the Machine so its possbile

Some artist put up their singles for pre-order in different countries even after it's been released in other places.

But you can buy it already. It's not up for preorder. I think that was the original release date but then Rih decided she wanted to release it now.
