Yes, you are right about some things. But the Phoenicians and Carthaginians began to shift culturally, religiously, and even through government. The Phoenicians were not a military power, nor were they ever known for anything military focused. The reason they Romans are what they are known as today is because of their strong Greek influences. And lets be real, they did not develop a strong culture.
