1st because she's a big artist, beautiful, talented etc..
2nd In 2002 I remember that Justin said that he likes Avril.
3rd According to that article Justin want to change his visual/style and for that the option Avril would be the one because he already work with Timbo (that sucks) and Rihanna; Lil and Kanye had the same style of music so the options to change his visual would be Amy and Avril, but Amy is crazy LOL! I don't think she would want to work with him + is impossible to get her working and that stuff so If he actually want to change the option should be Avril but anyway let's see what happend this is still a rumour and there's nothing confirmed yet
