My mum taught me the basics of cooking when I was in primary school. By the time I was 13 I usually was the one that was cooking during the week, because parents stayed in work until very late and they a needed proper dinner after the whole day. It wasn't anything fancy, but it wasn't from frozen.
Because in Poland frozen food and fast food are quite expensive compared to home made, only drunkies and people with literally no time eat those. However, when I moved to Germany the frozen food was much cheaper when compared to regular food so I just used that
