The game creators didn't make it a legendary Pokemon, Pokemon fans themselves don't count it as a legendary.
I think the answer is clear.
Not sure what you're trying to achieve here tho.

It's stats are better than that of Moltres, Zapdos, and Articuno and its on par with Mew!!
It's family is the only and first Dragon type in the original series. I say yes!!!!x99

Articuno could pose a threat tho, although Dratini 3 could handle ha a lil I guess.
