It was bound to be hit the second it was released as a promo single hence it lingering inside the top 50 for weeks ends until it was finally released.

When Britney/Katy/Miley/Beyonce drop a new song, it is shared with their 40+ million followers and covered by every media outlet in the world. Also, music videos are the definition of promo.
