The plaque just mentions that RIAA certified TD for 2m sales (MESS). RIAA never said anything about 11m copies WW, that's Tity's label inflating numbers with single sales, album sales, streams & blowjobs given (2m sales come from this easily) during the entire era.

Its the label's number because ibitimes already announced it sold 8 million 2 months before Billboard which means they got the number from the label.
