It could be either or:
Exhausting - as in look like it was a lot of work.
Or Exhausting - meaning it was such a bore to watch.
Even the compliment isn't really a compliment.

This is shade.
It was her way of saying Katy did "the most."
But Madonna's show was not much different conceptually with her props, guest stars and outfit changes.
I guess.

She either means it looked physically exhausting or that it was too much. Probably the former because the latter doesn't really make sense + they're kind of friends
