because she left the group, therefor didn't receive Beyoncé's blessing to be a star. You had to stick with DC to the end to get her blessing.
but really, I think it's because LeToya wasn't a part of the group during their biggest eras. Plus, when she was a part of the group the girls didn't receive as much individual attention as they did as a trio.
