I think it can get messy if they expel everyone in the house since no one is really easily identified in the video, and there were also what looks like a few girls on the bus too. Someone could easily be like "but I wasn't on the bus!!" and then get back at the school or something.
They certainly should be more punished if they find out exactly who was there and I'm sure they can easily figure it out if they use their resources well enough tho.
