Bloomfield Hills Michigan, it's not state law it is city and township ordinances so when you buy a house there you agree to the rules and regulations they set. They need to write tickets so they can afford to drive these cop cars.

The only time people tolerate noise at any given time of day or night is when people are plowing snow, they have to deal with it even if its 3am.
When I used to work at Ford I would go in early around 6am my boss hated it because I got there 3 hours before he did and left 3 hours before he did but I was within their set core hours where you have to be there 10am-2pm. First off I was the only one there so I got tons of work done without distractions and I beat rush hour since it was a 20+ mile drive in.
