It's not gender specific. It's about a person who wants to be a lover, but should take the time to get to know to the person. I think it made it on the list because the Spice Girls used "girl power!" as their slogan and that was their signature song.
It's like Express Yourself except that song makes it explicit that it's supposed to sung to a man.
