So why doesn't she use her voice anymore? The last time she really sang with effort was during Oops then she stopped.

She gave it up to be famous. Her voice was great, but it wasn't anything memorable. Her nasally think became iconic with Baby One More Time, and she just had to stick with it for every single song. The songs where it's not really there sound like flops (and they are b-sides and/or unofficially released stuff)
