I thought being a legend had more to do with the ability to be recognized by your talent, and how much such talent has inspired those who came after you to follow your dreams and look up to you. Something Xtina has done more than any of her peers (except maybe Beyoncé) with aspiring singers all around the world since the early '00s citing her as a major influence on them, and not just people from anglophone countries but also a lot of people in Latin American and Asia.
She sure hasn't sold more records than Britney but she has definitely inspired more singers to pursue their dreams thanks to her vocal talent, something Britney never had and never will. One just have to look at any talent show across the globe, there are always girls and boys citing X as one of their major influences. You can say all you want about her sales, which ironically are higher than any other female pop-star's sales this millennium sans Britney's, but YOU CAN'T deny the impact she has had on aspiring singers.
Also, I find it quite hilarious how that Kelly Clarkson stan tried to shade Xtina's sales because of Lotus and Bionic. Well, little girl let me remind you of CA, Stripped and BTB which combined surpass your fave's overall sales, even without BTB. You're in no position to shade when your fave has only one album above 3 million, even when she started her career at albums sales peak. Also  at Breakaway selling 15 million when it only has 9.5 million certified and including every major and middle market, I guess the missing 5.5 million were sold in African villages?
ATRL calls Cher a legend when she only had one truly successful era, the hypocrisy and double standards...
