I'm not sure if you've never read the comics or you missed this, but that was the point of all of these stories. They were everyday people who turned in to something greater while struggling with personal battles. The only difference is the level of depth/universe. Katniss is no different than the superheroes of that time.
You are totally right about the last part, though. There's basically no hope for any new superheros unless they're like anime/manga. We'd be better off focusing on getting black-lead animation films (shout out to Home) than trying to launch a superhero, especially one of color
