Many reports such as the one above say that research shows that genes influence your IQ and your ability to do well in school. So does this mean some people are born dumb? Or all we all born a blank slate (tabula rasa) meaning we can all work hard to reach a certain level of intelligence..

it's a mixture of both.
I would like to think that we are born with a set "peak" of intelligence, and depending on how lazy we are and/or what we do in our lives, we either reach that peak or fall far short.

I think you know what I meant. I was asking if people are born with the genes that will ultimately cause them to have a high level of intelligence throughout their lives.
