Yes, it is obvious. I'd say that the commercial keeps airing because it's working, or else Everest would have a new pitch man in ads running in heavy rotation. That black dude is for Everest what John Madden was for Ace Hardware or that chick Flo is for Progressive Insurance.
Those for-profit trade schools can be really sketchy, but the people recruited by the ads may not know that until it's too late. I don't think Everest is attracting people that feel like they have a lot of options. Schools like Everest advertise convenience and alleged results/job placement. That's not something most community colleges do, and even certificate programs that are not associate's degrees have pre-requisites that Everest may not. So, like, let's say, you want a certificate in Air Conditioning and Refrigeration so you can get a job repairing them. A lot of CC's want you to take a college level writing course, but CC's usually have entrance exam testing, and if your scores aren't up to par, then you have to take a remedial course, which will cost money, even though it won't count towards your certificate.
This is why high schools should have vocational training so that you can graduate with some sort of marketable skill
