It's between Taylor and Shakira. So far this Era Taylor has only one certified Single with SIO, Blank Space was a Hit, but not as big as SIO. Style did not chart. Shakira has 2 certified Singles (CRTFY + La La La). Neither of their Albums is certified Gold yet. 1989 will outsell Shakira on the long Run but right now it's a close Call. If Taylor wins this than because she had more Buzz with this Era, but Saleswise they're close.
