I'm taking Travel & Tourism for school. You cannot travel with a criminal record unless you apply for a pardon. (And this only works for certain countries). For Canadians with a criminal record to go to the US, they would apply for a US Entry Waiver.
Remember years ago when Martha Stewart tried to come to Canada for some festival in the maritime's? She applied for a pardon (or the Canadian equivalent to the US Entry Waiver.) to be able to enter the country, which is what Chris Brown should have done, or just not booked tour dates since he knew he would be inadmissible.
Though it is possible the immigration officer just wants to get people through, and overlooks the criminal record. (I've seen Canadian officers, just scan passports and let people go without even saying a word.)
