Slovenia has had partnerships for a decade and they were ordered to improve them so the government passed a law in 2010 to make them equal to marriage in all by name. Sadly, conservatives collected signatures and the public voted 55% to 45% to rescind the law making the country only have stepchild instead of full adoption and many inferior benefits.
In 2012 the Government amended laws to tighten referendum rules and make human rights and court orders exempt from a public vote

After their court ordered the government to improve unions again, a civil unions bill with adoption was submitted once again but then an opposition party did one better and submitted their own marriage bill.
Members of various parties have spoken out in favor of the marriage bill which would make the Family Code gender-neutral. The party that submitted it is confident the votes are there. The bill passed the first hurdle and will come before a full Parliamentary vote as soon as March
