That seems like a feasible alternative to me, although I'm sure that that's what they'd be doing if they felt it was manageable.
At least auctioning them off is better than, say, creating a hunting season for the species in order to control the population.
People need to be aware that while most horses dont have a soul, they're still living beings. Oh, right , I forgot only humans had a soul so that gives them the right to slaughter other animals whenever they feel like it, right?
It always makes me sad knowing that animals that don't get adopted end up getting killed. 
Really wish more people would save them. It bothers me so much. Trusting the people of that organization to save as many as possible.
