Chart peaks ultimately mean little, except that sales, airplay, and streaming lined up in a certain way at a certain time. It's like trying to claim that Judas (an obvious flop) was a bigger hit than 22 (2m + sold) just because Judas peaked at #10 on the Hot 100 while 22 peaked at #20.
I mean, Hold It Against Me debuted at #1, but a quick Wikipedia check says it hasn't even sold 2m in the US? Britney herself has multiple bigger hits that never spent a week at #1.
