Boys II Men and Mariah debuted in 1988 and 1990 and not the late 90s.
Beyoncé does belong with the J.T, Britney, Christina Aguilera group though rather than Rihanna, Katy and Taylor. And her debuting her solo career just two years before Rih does seem to make them more comparable but they have 8 yrs between them so it makes no sense to treat them as peers.

I don't even know what to answer to this kind of thread anymore. Some of Bey's fans always brag about longevity which I can understand because she's still relevant and selling well. But nobody cares anymore. Do you think it will make them stop stanning for their faves if they see that Bey sells more?

They've sold the same amount of albums
Rih has sold more singles
Bey has toured more

And they debuted just 2 years apart

Rihanna generation is Kanye, Ciara, Nelly Furtado, Katy Perry, Taylor Swift... Lady Gaga, Nicki, Bruno and Adele almost get included in the new generation though (Ariana, etc...)

Beyoncé generation is Eminem, JAY Z, Aaliyah, Pink, Usher, Justin Timberlake, Xtina, Britney, Alicia, Shakira, Missy Elliot

Mariah does belong to Boyz II Men, Mary J Blige, R.Kelly, NAS, Brandy, Monica, Celine Dion (yes 1990 if you doubted)...

Anyway Bey and Rih can be compared for the simple reason that:
1. Gays love pitting women against eachother
2. They are both current.

You can start 15 years ago and still be current hence why Beyonce is successful.
