You know that's exactly what terrorists want to happen, right? They lack the resources attack a Western Nation head on so they do these minor terrorist attacks in the hopes Western Governments will over react causing the citizens of the Western nation to turn against the Government and end the war with the terrorists in favour of the terrorists. Sure, there's a 90% chance they'll fail, but that 10% is worth it.
See: Every single war of Independence from a major power who should've easily been able to stop it.
Western Governments have built their legitimacy on maintaining political stability. Having to kill millions of innocent people does not strengthen that stability.
The best way to deal with terrorism is to ignore it and not give it the publicity it craves, but that obviously can't happen with free media and people demanding action. That's why the Twin Towers are the most iconic image of 9/11 whilst the attack on the Pentagon is by far the greater military victory. Nukes look good on paper, but are bad in action once the fall out happens.
