Is calling a black person "negro" offensive? Is that in the n-word category?

I'd say it depends on where you're from.

If you're from a spanish speaking country where black=negro then maybe not.

If you're from a place like the US where you know damn well you'd get smacked for calling someone negro then yes.

That's why i'm asking! I've a lot of references of "negro music", "negro culture", and it doesn't have any racist/offensive connotation at all, that's why I was a bit confused.

Actually it does have a racist connotation.
Negro is very offensive in ANY african country.
