There's no official criteria that I know of for AOTY. You can't say "this album sounds better than this one" when comparing two completely different genres of music.
So what's the criteria? If you asked me off the top of my head what I think it is, Id say it is what was the best, most impactful and culturally relevant album of the year?
No doubt that was Beyonce.

Check the website, where it states that awards are given to:
"honor artistic achievement, technical proficiency and overall excellence in the recording industry, without regard to album sales or chart position."
Do you see "to honor marketing strategies and career highlights"?
"Career Highlight" is especially silly. So if an artist released a bad album that happened to be the best of their career, they deserve a GRAMMY?
