Well Janet Jackson has major world tours, major awards, iconic moments and is legendary. She was called an Icon during her 2nd major album era.

Ciara is the modern Janet. Like impact and all that stuff is different nowadays. If someone truly like 80s/90s Janet was out today, they would flop to hell and back.
Ciara currently is capturing the modern style and vibe and talent level that a Janet of that time would be if modernized. Think of it like this too, a lot of people consider Katy the modern MJ when she doesn't even dance or Iggy the modern Lil Kim even though she makes purely pop music. This is one of the least reaches of a comparison imo.
