For me it was a progress that started probably in 2011, when Katy slayed more with the end of firework's chart run + ET + LFN than Gaga did with all her singles from born this way
And ended with Roar vs Applause

In those 2 years katy kept becoming bigger with TOTGA, POM and WA
While Gaga just disappeared to tour after loosing GP support with the whole born this way era

Around the time TD:TCC came out

Gags is bigger overall. Nobody has topped Gaga's massive peak (minus Adele) since. Katy is just bigger right now
