Did Katy lip sync?
I can't tell, and I read on some media outlets that she wasn't
what do you guys think?

she never just mimed over the studio audio, it was live recorded vocals in parts.
i think she sang most of it though, just with live backtrack

Yes.
It was most obvious when she 'ad-libbed' and the mic had to be turned back up.

Yeh, pretty sure she was. I don't think she's that great at lip-syncing, which isn't necessarily a bad thing.

I don't know but it doesn't matter, Missy sure af did and everyone here is praising her. Mostly because she's not a main pop girl or a threat to their fave's but still..

You can easily tell the difference (well if you have the HD .mlk video)
