It was clearly a reference that Katy would LIP SYNC for her life because everybody knows how her vocals sounds
With that being said, she did an amazing job and didn't have to lip sync. It was a SHADE, but a funny one. Next time you need someone to EXPLAIN you some joke, please let me know, even if English isn't my first language.

Yes, it was prior. But they said it because they thought she was going to lip sync, that account (as the show) is very shady.
